Implemented new power board UART protocol #22

Implement the new Power Board protocol in the Power Board ROS node. The new protocol is defined in the Firmware wiki here: https://github.com/uvic-auvic/firmware/wiki/Communication-Protocol.

The external pressure value returned by the Power Board will be incorrect at the time of writing this. A fix is in-progress in the Power Board firmware.
