Re-implement usb bumping functionality #17

The script stopped working when we upgraded the USB driver. It's probably good to have again. This can either be a function inside the r_control node, or it can be a separate utility as it has been.

There may also be some other utilities that we want to be able to run outside of the full raven control software. Maybe have a separate encoder monitoring function?
