structure section in MAST input #442

structure section is no longer needed in MAST input if mast_program is set to be structopt. MAST should not throw error in structopt mode in absence of structure section.

Will not fix: all future StructOpt development is being handled at https://github.com/uw-cmg/StructOpt_modular.
