add parallel monitor to doc #451

Add parallel monitor capability to documentation. See commit 7ac95ed18e3ff73338b74ec80d486d1ba84d06e3 and commit 71cf6f7baed22a5d6e50d34a1beb512cb9b1bace

The platform has to have "parallel_monitor" in its name, and the submit_template.sh should have an mpi command.

Also need to add pip install mpi4py to instructions
