ENH: Add predators if necessary #15

Predators are used to remove individuals from the population based on their fitness or fingerprints. Selections are used to pick out pairs of individuals to cross.

Basic predator functionality has been added: 06c53e970d0e2e7e7041f2f8b92d5371cf724f8f
