Update plugin to match performance of the online OG-1.0 checker

Update this plugin to match the checks performed by http://conventions.castelao.net/OG/1.0/validate which is a Rust based web backed application.

A base requirement is a functional CF-1.10 or better checker. REF: https://github.com/ioos/compliance-checker/issues/1110

Two datasets are near 100% compliance with the NGDAC netCDF-2.0 and OG-1.0 checkers. These are still being folded into the glider processing stacks so they can be created less manually. Once the automation is complete, datasets will be rechecked again with existing compliance checkers.
