This PR attempts to implement the changes discussed in #107 to split the management of the cellular network core from the management of any (or no) billing interface that may be applied on top of it. Many users seem to be using CoLTE primarily as a turnkey lte network in a box, rather than a full billing solution, and this PR attempts to make that a fully supported and featured use case.
