After PR https://github.com/uw-ssec/post-disaster-comms/pull/127, now there's a profile page with some info, however, we still need the cluster info section to be updated with actual data. Currently there's 1 cluster data associated with a household.
The user_captain_cluster table should hold the info of who are the cluster captain.
