For each EOC, add check box to say 'EOC not claimed for this unit" #119

Is your feature request related to a problem? Yes, don't want people to think I didn't fill the EOC out when I didn't want to as it is not relevant
Describe the solution you'd like
Add a check box under the justification section saying this isn't relevant. When this is checked the text should go green, not stay red.
