As a coordinator, I would like the ability to manage the coordinators a course evaluation without the need of a co-coordinator
Similar to IndEAAv1 as part of #21
This should originally be part of #21, but it is okay. This can be excluded from the MVP because administrators can assign co-coordinators now.
