Applicant Card Fix + Event Volunteer API

Changes

• fixed Applicant Card so an educator can use it to accept/decline event applications
• fixed volunteer list display in the individual opportunity view for educators
• modified the behavior of the update event application API (/api/applications)
  • if the application is being changed from some status to accepted status, an EventVolunteerV2 object will be created
  • if the application is being changed from accepted status to some status, the corresponding EventVolunteerV2 object will be deleted
