Reexpress Layer Ordering #13

When you reexpress from choropleth to prop symbol back to choropleth, the original blue prop symbols are on the bottom. Any way to place them back on the top like on page load?

Clicking any radio button for a layer in the reexpress widget, including layers that have a single button (i.e., not reexpressable), should place that layer on top. Perhaps we can consider how to improve the affordance for this?
