PS UART assert if no USB cable attached

While running on a CDB with no UART cable attached the PS UART driver triggers an assert. This can be easily reproduced by just unplugging the cable.

@mpv89, Is this still a concern after your driver overhaul around 626dd0a45482db911975baa11ba43373582e5d22?

This seems to have been fixed after the driver overhaul.
