Ensure we can read out link status from the CTP6 FE at 904 #20

This is the analog of @nwoods 's task in #4, but should be done by @dabelknap at Previssin 904.

Austin, please give it a shot! We need to figure out exactly what bitfiles we need to load onto the FPGAs - see my out-of-band mail to Tom & Mathias.

I am able to compile softipbus and cms-calo-layer1. Just need to get the debugger plugged into the CTP6.

Are you guys using the stock cli.py script from ctp6commander? I'm trying to debug it based on trigger_code/softipbus/scripts/ctp6 now.

We are not yet at that stage - any of your findings before we start are helpful.
