feat: Task 3: Cheap Analysis with Comparison of Lift Card Users’ Initial boardings with Low Income Populations by Census Block #21

This makes for some cheap analysis atm. This may make more sense when we actually use people’s home/work locations instead of initial boarding locations

One argument against calling this cheap analysis is that we don’t necessarily need to treat this analysis as one that uses initial boardings as a proxy for home/work locations. It is possible to simply plot the transit activity including transfers to see overall behavior. But in such a case, comparing transit activity with low income population by census block does not make sense.
