Managing binary/ascii sanely in clang and radish #271

Figure out a way to manage the two different raw file representations that clang and radish take in.

Proposal

scheme table gets a data format field, so far binary/ascii
probably pick binary for default
clean up telling raco a choice between the two formats
this means we need binary->ascii serialization script for json/csv downloads
