handle static files' URLs (google app engine does for us automatically) http://stackoverflow.com/questions/8470733/how-can-i-handle-static-files-with-python-webapp2-in-heroku
[x] fix #306 so that we can merge into master; also remove git branch from the README (temporary for users of the demo)

This is great! The GAE dependency isn't blocking my EC2 deployment work (I'm just using the GAE dev server there), but this is definitely something we want for the long term.

To all: We have sponsors who don't want a dependency on google's code, so this was also important in the near term for a demo/release of raco.
