This PR updates the workflow to use terragrunt on top of terraform.

Sorry for the late reply scott! I am having issues with the iam role stuff with terragrunt. In the past I haven't used this, so it's a little mind boggling to me haha. I will have to think about this some more, but if you can help figure it out also, that would be awesome! :smile: Thanks @scottyhq! :pray:
