incorrect provenance triples in the 008 vocabularies #11

Objects in the dct:provenance triples are incorrect. The values lack the fragment identifier and the secondary resource; i.e. the triple-object or value is https://doi.org/10.6069/uwlswd.2e2b-y833 and it should be https://doi.org/10.6069/uwlswd.2e2b-y833#marc00Xvalues

To repair this using the new uwlswd workflow, the typed node elements will need to be converted to rdf:Description with a child element rdf:type.

While fixing the above, also insert the missing language tags in the ConceptScheme description. See issue #12
