008: add dct:hasFormat triples #17

dct:hasFormat triples were left out of the 008 vocabs. Add those (they should point to the json, nt, ttl, and rdfa formats of the data) and re-serialize.

All 008 vocabs now have dct:hasFormat triples, added during serialization using uwlswd/py/main.py
