Generate segmentation test data #32

Need data to test the mechanics of segmentation, without having to read from fast5 files (adds additional failure possibilities).

Find examples containing capture windows covering these cases:

[x] Starts at open channel
[x] Starts immediately with a capture (no open channel)
[x] Multiple potential captures
[x] Capture that resides in pore until ejection
[x] Single capture (maybe)
[x] Has current blips/captures but none passing threshold
[x] Has no captures

Store at tests/data/capture_windows/{case}.txt in text-based array (read with numpy, probably).
