support for filtering out work in progress changes from the change list #400

Often there are a large number of work in progress changes open against a repository, many of which may be no longer active. The plugin's change list doesn't allow filtering of WIP changes, nor does it indicate a at a glance that a change is marked as WIP. It would be very useful if one were able to filter out WIP changes easily.

I just realized that the Filter box on the review listing supports Gerrit query language, so in case anyone finds this ticket looking for help you can work around the limitation by putting NOT is:wip into the filter box.

I still think first class handling of Work In Progress changes would be a useful enhancement to the plugin, I may open a PR when I have some free time in the coming weeks.
