Remove rosconsole debug configuration #84

Pull Request

Move the rosconsole debug configuration file from frc_control to uwreact_robot. See uwreact_robot commit d1858d9. This file was moved becase, as a debug tool, the file belongs at the overall robot level, not buried down in this package.
