Pull Request

Initial setup of the repo, including the metapackage, travis config, and temporary .rosinstall for frc_control until it is indexed.

Do you want to tell them to run

rosdep install --from-paths src --ignore-src -r -y

so that it'll install frc_control's dependencies?

Also the .rosinstall won't be temporary cuz some of the packages aren't hosted (zed)

You're right, I forgot we have other non-standard packages. I'll rework some of the language and also add the rosdep instructions.
