Cleanup in preparation for active development

General cleanup of the repo and preparation for active development.

• Added placeholder package for high-level roslaunch scripts (eg. for robot_upstart)
• Added a placeholder package for description, ie. config (YAML) files, URDFs, textures/assets/meshes, and Gazebo world files
• Fixed incorrect project name in README (#9)

Do they still release the yearly world files or do we generate then ourselves off the cad

Not sure. I would have thought they would since WPILib now support Gazebo, but I don't see the world files anywhere. Haven't had the time to look too hard though, I just did a find / -name *.world in my whole system after installing the 2019 WPILib, and did the same in their git repo, and didn't find anything.

Aiya. It seems like they've said that gazebo support would be back for 2019 (gone for 2018) but it hasn't been finished yet? So no world files... Yet
