Let rosdep install frc_control #2

Once frc_control is indexed (https://github.com/uwreact/frc_control/issues/22), we can let rosdep install the dependency itself.

This means we can remove:

The installation blurb from the readme
The entire uwreact_robot.rosinstall file
The special workaround in the .travis.yml config file https://github.com/uwreact/uwreact_robot/blob/e26419b6010645d0bfa174bc383739e93b5358ae/.travis.yml#L14
