Create tool to generate 2D training environments #50

🚀 Feature Request

Part of #42. Since our 2D training environments will be very similar year to year, with states (positions) and transitions (movement and actions), there should be a tool to quickly generate these in future years. Since this will take some time to develop, it is not of highest priority.
