Upstream frc_control renamed kinetic_devel to melodic_devel #53

🐛 Bug Report

frc_control no longer has a kinetic_devel branch, as it does not support ROS Kinetic. The uwreact_robot.rosinstall file is therefore invalid and breaking the build.
