Update Travis CI to Melodic #55

Now that we are moving to Melodic, our Travis CI configuration must be updated to use this new environment.

Note that this is blocked until frc_control finishes updating to melodic, otherwise we will mismatch with frc_control and the build will fail. See https://github.com/uwreact/frc_control/issues/23

Depends on https://github.com/uwreact/frc_control/pull/31. Once that PR is merged, this issue can be closed via #58.
