dev@uwreact.ca is no longer a valid external email address. Maintainer email addresses updated to new maintainers@uwreact.ca, where the appropriate stakeholders will be notified.

UPDATE: This has revealed an issue in our CI config. See #75 for details. For now, email notifications have been disabled.
