Science: Implement centrifuge controls

Centrifuge needs to move in incremental steps to align each of the 12 tubes for filling as well as spin at high speeds to mix tube contents.

• Centrifuge uses DC motor
• Encoder to track centrifuge position
• Limit switch to track first tube
