Create ROS Wrapper/Driver for ODrive Brushless Motor Controller #99

New drivetrain is using BLDC motors and we would like to communicate with an ODrive: https://odriverobotics.com/

We would like to use CAN. Write a ROS node to setup the motors/send commands to them. This should integrate into the roscontrol

I'm gonna be working on the SW-side CAN infrastructure first. I can take this task on after finishing that
