Move code to GitHub #6

I started this repository because I can't stand the issue tracker on BitBucket. Eventually, it would be nice to move the main repository here. (The dependent repos, clang-qual and checkerlib, could come later or not at all.)

It might also be prudent to split the applications off into a separate repository also.

Done! Including Andre's branch, which is called npu.
