This PR is kinda evolving, but in general, it has to do with experimenting with Intel and adding in Lakeroad support.

Currently running part of the eval on Leviathan with these changes; once they're done, I should collect the intel data into a CSV and take a look at what goes onto a DSP. probably nothing for now, because this is currently targeting cyclone iv.
