Completely rewrite storage from scratch:

cleaner, easier to maintain code
remove dependency on overly complex IDB library
deeply nested reactivity
- natively, no more three layers of proxies for plugin storage
- remove shelter.plugin.flushStore
simplify multiple storage types used in shelter by making shelter stores capable of dropin replacing solid stores
make a separate idb, deep proxy, and reactive storage library, similar to how shelter-ui is split out
