Tabs enhancement, make horizontal tabs and panel stack for mobile #119

Take the horizontal tabs and create styles so the tabs and panel stack for mobile. Look at the mobile version of vertical tabs used in Choice Auto as a starting point for design.

This has to be done for evolution site and generator-evolution.
