Top Bar style variable improvements #86

Add settings variables for Top Bar so we can customize the following:

  1. Drop Shadow for Top Bar
  2. Use different font-family for Top Bar links and menu links
  3. Active top bar link can have border at bottom
  4. Ability to change height of menu items, so they are not the same height as top bar itself
