Raspbian OS 12 support #7853

Target is supporting Raspbian OS 12 for both arm64 and armhf

Research

[x] Install the OS on a Raspberry, for both archs
[x] Verify differences against Debian
[ ] Research release cycle

Implementation

[x] Support at our salt package.
[x] Verify if our Debian client tools can work with Rasbpian OS, or if we need a new set of client tools.

On the testing side, @srbarrios had a nice idea:

Instead of using a physical Raspberry pi to test, we might want to try to install this OS in one VM of our new ARM server. Maybe that can work.
