WIP: Initial migration work for CLM pages #8951

What does this PR change?

Note to self: we need to merge other migration PRs and then rebase this branch to see which parts are still broken. Other PRs touch on many components that are used here.

Initial Bootstrap 5 migration work for the CLM pages, this needs to be revisited later.

Sometimes the build can fail when pulling new jar files from download.opensuse.org . This is a known limitation. Given this happens rarely, when it does, all you need to do is rerun the test. Sorry for the inconvenience.
