Add Li's ICIRA synchronization paper. #248

Hi Prof. Guillermo Gallego, I added our new paper about event camera synchronization methods. Actually, it's a paper not a "software". However, I could not find a relevant item above, so I just paste it under "software/synchonization" folder. Thanks.

Hi @LarryDong The link to Springer ( https://link.springer.com/chapter/10.1007/978-981-99-6498-7_6 ) looked good to me. The 2nd link is optional.

Hi, thanks for your review.The second invalid link may be due to the researchgate is not updated the full-text I uploaded. So I just deleted the 2nd link and created a new pull request.
