Added tokovoip style check NUI screen

After some testing with function calls and NUI messages, i created this screen (like the tokovoip one) wich indicates the plugin status, microphone status and teamspeak server status. Feel free to test and check the code, but i've created this since the first time i downloaded saltychat and i'm still using this with no problems at all on my server.

Making this optional would be a nice change. Possibly togglable in the config.json.

Stuff like this has to be configurable and should be done in the separate hud resource.
