添加iptables规则，解决v2ray占用大量CPU的问题

回答得有些晚，我还是说几句。关于这个问题，我在多个 issues 和 telegram 群看到有网友反馈过，因此我也曾经做过多次测试，遗憾的是始终无法复现 CPU 占用异常高，我使用的系统为 Debian 9 和 Debian 10，运行在多种环境，包括 X86主机、虚拟机、多个 SBC。我也觉得这个更新是有必要的，因为确实有许多网友反映加了这一行就不再出现 CPU 占用的问题了。
