在禁用 BT 部分中加入客户端配置，因为服务器的这个配置是用来配置阻断被转发到服务器的 BT 连接的，对文中提到的问题只是一个被动的预防性方案，特别是并不能解决文中提到的路由器翻墙用户的问题。
说清楚两种配置的作用。
