Cannot leave comments on mergeinfo #374

What steps will reproduce the problem?
1. Open a diff with mergeinfo changes
2. Double click to open a comments textbox

What is the expected output? What do you see instead?

No text box opens. I cannot add comments on mergeinfo or other property changes.

This means no comments can be added on a diff that is purely svn property 
changes.

What browser are you using?  What version? On what operating system?

Firefox 10.0.2 on Ubuntu.

At what URL are you accessing Rietveld?  (e.g. codereview.appspot.com)
Please note if you are using the Google Apps Labs version (e.g.
codereview.<yourdomain>).
