How can I restore my extensions that are missing after windows 7 update?

What steps will reproduce the problem?
1. Starting Chrome - this is 3rd this has happened they have gone missing
2. An unexpected crash sometimes will
3. This error seems to be involved: "Your profile could not be opened correctly 
in Google Chrome. Some features may be unavailable. Please check that the 
profile exists and you have permission to read and write its contents."

What is the expected output? What do you see instead?

That chrome will open with tabs prior session, bookmarks and EXTENSIONS.

What browser are you using?  What version? On what operating system?
Chrome version 21.0.1180.89 Windows 7 - 64x

At what URL are you accessing Rietveld?  (e.g. codereview.appspot.com)
Please note if you are using the Google Apps Labs version (e.g.
codereview.<yourdomain>).
