Some possible solutions would be to have Vagrant use Docker containers, or set Vagrant up to use connections to a Cloud Provider to set up these machines.

// , The only question is how a user would get practice with modifying and diagnosing problems with Vault. But I think the advantages outweigh the disadvantages, and even getting users of this test cluster to install Docker is an advantage.
