Elaborate: Global exclude lists #21

When ignoring some files, it would be useful to ignore them in:

a. all VMs b. in all VMs based on a particular template

It would be useful to have a global exclude lists that could do this instead of hardcoding such files to scripts.

Minimal basic per-template support is implemented. It might make more sense when #39 is implemented.
