Make the BackupStorageVM persistent #27

When installing BackupStorageVM tools to non-standalone and non-template VM, the policy files do not survive reboot. Fix it.

We can use bind-dirs, even for files.

Well, the fix is a bit hacky, because it touches the destination file, but it works well.
