Add fs storage framework for llm

What do these changes do?

• Add file storage framework of llm module
• Disable vineyard memory usage checks of llm test provisionally. (Fix in the future #1838 )

The current update/query function needs to be refined, which will be done in a future pr( @dashanji ). This is just to add a framework.
