IFC Usernames for PIREP Setup

Currently, before being able to fly pilots must spawn in on a given server so VANet can grab the Pilot's User ID and send it to Flare. This will be reworked to utilize the IFC Username lookup function available through the new API and only use the spawn-in method in the event the user cannot be found by IFC Lookup. This should be able to happen automatically.

Better Plugin Support

Pilot Notifications

Add a notifications menu to the top navbar for pilots who are logged in. Things that a pilot may be notified of are PIREPs being Accepted, News being Published, and other key events. This function will make full use of the Event Handler functionality.

Route Comments

Add a comments field to routes that admins can set. This will also show on the pilot side.

IFC PIREP Setup finished. Pilots no longer need to spawn in to set up PIREPs if they have Show Username In-Flight set to ON and have their IFC Account linked to their IF Account.
